Investing in Infrastructure and Balanced Budgets

Strong infrastructure and responsible financial management go hand in hand. Roads, parks, public facilities, and essential services all require long-term planning and disciplined budgeting. When city finances are managed responsibly, we can maintain and improve our infrastructure without placing unnecessary burdens on taxpayers.


As a CPA and small business owner, I believe government should follow the same basic financial principles that families and businesses rely on: plan ahead, spend responsibly, and maintain the assets you already have.


Fix What We Already Have

Too often, governments allow infrastructure to deteriorate until repairs become far more expensive. A responsible city prioritizes maintenance and preventative investment.

This includes:

  • Repairing potholes and maintaining roads
  • Maintaining parks and public spaces
  • Keeping storm drains clear and functional
  • Ensuring public facilities remain safe and well maintained
     

Taking care of infrastructure early saves taxpayers money in the long run.


Invest in the Future of Chula Vista

As Chula Vista continues to grow, we must ensure our infrastructure keeps pace with that growth.


Strategic investments in infrastructure help:

  • Support economic development and job creation
  • Improve transportation and mobility
  • Maintain property values and quality of life
     

Projects such as improvements to roads, public facilities, and city services should be planned carefully to support both current residents and future generations.


 

Building the Best Bayfront in San Diego County

Chula Vista has a once-in-a-generation opportunity to transform its waterfront into the premier bayfront destination in San Diego County. With projects like Pangea Sports Complex, Amara Bay, and Bay Point, we are not just building for today—we are shaping the future of our city. These developments promise world-class recreation, new hotels, vibrant public spaces, and high-quality housing that will bring energy, tourism, and economic growth to our community.


I understand that some residents are concerned about growth and traffic—and those concerns are valid. But the reality is, growth is already here. Just look at the lines at our shopping centers and the traffic on our streets in District 1. Growth is here. The question is not whether we grow, but how we manage that growth. We need to plan responsibly, invest in infrastructure, and ensure that development benefits our existing residents while also creating opportunities for those who are new to our community.


Great development doesn’t happen by accident. It requires strong leadership to ensure these projects are completed responsibly, with the right balance of economic opportunity, environmental stewardship, and community benefit. We must prioritize infrastructure, traffic planning, and public safety while preserving access to our shoreline for residents. If done right, the Chula Vista Bayfront can rival—and even surpass—other waterfront destinations in the region. My goal is to make sure these projects deliver lasting value, create local jobs, and truly give our residents a bayfront they can be proud of for generations to come.


Development of the East side of Chula Vista

East Chula Vista is also experiencing significant growth, with plans for a new entertainment complex, an innovation center to attract high-quality jobs, and a proposed university that could transform our region into a hub for education and workforce development. 


These projects represent an incredible opportunity to keep our local talent here, support small businesses, and reduce the need for long commutes. But just like the bayfront, this growth must be managed carefully. We need to ensure that roads, schools, and public safety services keep up with demand, while preserving the quality of life that makes our communities so desirable. With the right leadership, we can turn this growth into opportunity—creating a stronger, more vibrant future for both current residents and the next generation. 

 

Fix Potholes and Roads

Residents across District 1 are dealing with deteriorating streets, and nowhere is it more noticeable than on Boswell Road, where potholes and damaged asphalt have become a daily frustration. These conditions aren’t just inconvenient—they damage vehicles, create safety hazards, and reflect a lack of basic infrastructure maintenance. And it’s not just Boswell Road; many streets throughout our neighborhoods are showing signs of wear and neglect. 


Fixing our roads should be a fundamental responsibility of local government, not an afterthought. We need a proactive plan to repair and resurface our streets, prioritize the worst areas first, and ensure taxpayer dollars are being used efficiently to maintain the infrastructure we all rely on every day.


Maintain Balanced Budgets

Balanced budgets are the foundation of responsible government. When cities spend more than they bring in, the result is often higher taxes, reduced services, or long-term financial problems.


I believe Chula Vista should:

  • Maintain disciplined and transparent budgeting
  • Avoid unnecessary debt
  • Ensure taxpayer dollars are spent efficiently
  • Prioritize essential services and infrastructure
     

Responsible financial planning allows the city to invest in its future while protecting residents from unnecessary financial burdens.


We already have two additional sales taxes in place, measure A and measure P. I promise to fight to maintain no new taxes in our city.


Responsible Leadership for a Stronger City

Infrastructure and budgeting decisions shape the future of our city. Chula Vista deserves leadership that understands both the financial side of government and the importance of maintaining the assets that serve our community.


With careful planning and responsible financial management, we can keep Chula Vista safe, well maintained, and financially strong for generations to come.

why do these go together?

The city must have strong finances and a well planned budget to be able to build the type of infrastructure assets needed to make Chula Vista one of the top cities in California so we can attract the type of investment that will make a reality of these projects that benefit the citizens.
